1986–1995 Noraid files (Lavey 2017)

This collection is the seventeen-file FBI FOIA packet received by Nate Lavey and published in commentary by Ed Moloney from 2017. About 2,147 pages. The site label says 1986–1995. The released paper actually runs from the 1972 books-and-records fight through 1995.

It is not one story. Early volumes are the New York Registration Act file on Irish Northern Aid (NY 97-2700 / Headquarters 97-5299, FARA registration 2239). From 22 November 1982 the same organization is written up under a full foreign-counterintelligence file, New York 199F-1564. On 2 May 1988 that file is downgraded to a control file — a place to park organizational paper, not a full investigation of the group. In 1999 the Bureau remapped hundreds of those serials to 199F-NY-C269194 (the Vault set on this site sometimes prints C219194). Same jacket, later skin.

Field satellites are stapled into the drop: Albany 199F-324, Detroit 199F-1790, Chicago 199F-368, and smaller offices. Named-subject files such as 199F-1999 are see-referenced in, not the organization file itself.

The seventeen files

eFOIA identifiers run D165919551–571 with four number gaps (555, 556, 561, 565). Those gaps are unused IDs, not missing packets. The cover letter to the requester is withheld from the public dropdown.

Limits

Source symbols (NY T-1, DE T-1, and the rest) are not subjects. Money-to-arms language in letters is the agent’s theory or a source comment unless the page is a ledger. “RUC ON THIS” is routing language until a serial names an addressee. A Headquarters rule about another organization (CISPES, 11 October 1988) is copied as a top serial in one volume; it is not a Noraid finding.

Do not merge this set with Smith 61-7606 or with the 1982 New York arms case. The Vault “IRA” Parts 02–03 overlap some 199F-1564 pages; use both viewers if you need the same serial in two releases.

Search hits the OCR and opens the 200 dpi page image. The transcript also sits under every image in the viewer.
