stated
that he couid not authorize

of equipment without the authorization of other individuals
(not identified).
stated that he would have to obtain
this authorization prior to their order.
A short period of time following
telephone

recontacted
and advised that he had

received the authorization to purchase the following equipment:

reiterated the urgency in obtaining these switches.
advised that he was not aware of the
purpose that

capabilities.
